In April 2025, former President Donald Trump announced significant tariff increases on imports from various countries, notably imposing a 34% duty on Chinese goods. This escalation in the U.S.-China trade war has profound implications for industries reliant on Chinese manufacturing, including the puzzle sector.
China has long been a dominant player in the global puzzle manufacturing market, offering cost-effective production and skilled labor. The newly imposed tariffs substantially raise the cost of importing puzzles and related components from China, compelling U.S. companies to reassess their supply chains and pricing strategies.

Greg Ahearn, President and CEO of The Toy Association, highlighted that the toy industry, which encompasses puzzles, is predominantly composed of small businesses—approximately 96%. These companies operate within narrow price ranges, typically between $4.99 and $19.99, leaving limited flexibility to absorb increased costs. Consequently, consumers may face price hikes of 15% to 20% on games, dolls, and puzzles by the back-to-school season.
In response, some puzzle manufacturers are exploring alternative production locations, such as Vietnam and Cambodia. However, these countries may lack the established infrastructure and expertise found in China, potentially leading to challenges in maintaining product quality and production efficiency. Others are considering reshoring production to the United States, but this approach entails higher labor and operational costs.

The tariffs also raise concerns about an influx of counterfeit products. Higher prices for authentic puzzles might drive consumers toward cheaper, potentially counterfeit alternatives, posing safety risks and undermining legitimate businesses. As Ahearn noted, such scenarios “fling the door wide open for counterfeits and knock-offs.”
In the short term, consumers are likely to encounter increased prices and reduced availability of certain puzzle products. Long-term outcomes will depend on how the industry adapts to these challenges, whether through diversifying manufacturing bases, investing in domestic production capabilities, or passing costs onto consumers. The puzzle industry now faces a complex landscape, piecing together strategies to navigate the evolving global trade environment.
